This chapter proposes a restriction on GEN in Harmonic Serialism, which leads to the empirically correct prediction that epenthesis cannot repair metrical markedness cross-linguistically (such as stress clashes and lapses). Epenthesis as a repair to such structures constitutes an unreachable output in HS - an output which is globally optimal under some constraint set but which cannot be reached by any legal derivation.
